State Liaison
Dave Vincent is the U.S. Geological Survey
(USGS), National Mapping Division (NMD) Liaison to the State of Utah. The
NMD State Liaison coordinates a broad range of USGS cartographic and geographic
products and manages USGS mapping activities within the state and region.
The State Liaison supports the USGS' mission to increase multi-partner
agreements in an effort to eliminate duplication of effort, reduce cost
to each partner, and share data collection and maintenance expenses. The
NMD Liaisons in all states work to establish and maintain long-term partnerships
and inform and involve partners of changes in programs and products that
may affect them and their area of responsibility.

Mechanisms
As the largest producer of geospatial
data products in the Nation, the USGS has a commitment to establish standards,
coordinate mapping, and produce data. In an effort to leverage funds appropriated
for map and data production, the USGS encourages cooperation with a variety
of partners where the participants share the cost and/or production work
of preparing multipurpose standard geospatial products. The benefits for
the USGS are realized in the ability to produce more data covering more
areas throughout the Nation. The benefit for the cooperator includes cost
savings, data standardization, and data availability. Some of the projects
that these partnerships and organized groups are working with the USGS
to provide data for the state include:
The Utah Digital Spatial Data Sharing and Integration Project was established by a Memorandum of Understanding (MOU) in October 1997. The agreement calls for the sharing and exchanging of non-sensitive digital spatial information between federal, state, and local agencies, universities, and Native Americans in Utah. The MOU was signed by the Governor for the State of Utah, National Park Service, Bureau of Reclamation, Bureau of Land Management, Natural Resources Conservation Service, U.S. Geological Survey, U.S. Forest Service, Environmental Protection Agency and the U.S. Army Corps of Engineers.
The Utah Innovative Partnership (IP) with the State of Utah, Division of Information Technology Services, Automated Geographic Reference Center (AGRC) is for DLG production of PLSS, boundary, hydrography, and transportation layers by AGRC. The IP began in 1995 and will continue through 1998 until state coverage is complete.
Department of the Interior High-Priority Digital Base Data Program - Grand Staircase-Escalante. The Bureaus of Land Management, Reclamation, and Indian Affairs, U.S. Fish & Wildlife Service, U.S. Geological Survey, and National Park Service have cooperated in the DOI high-priority program to support data production in the Grand Staircase-Escalante National Monument of the Colorado Plateau. In 1998, 464 Digital Orthophoto Quarter Quadrangles (DOQQs) will be completed and made available by the end of the year. This data will be used for various activities that include soil surveys, field mapping, and resource and cultural inventories for the Grand Staircase-Escalante National Monument; the development of habitat models for the endangered desert bighorn sheep and fish for the Colorado River Fish Recovery Program; the analysis of consumptive water use for the Upper Colorado Basin Irrigated Lands Project; analysis of impacts of water release from dams on riparian vegetation; and water, cultural, and natural resource assessments for the Lake Powell and Colorado River watersheds.
The Colorado Plateau Data
Coordination Group is composed
of various federal, state, county, local government agencies, tribes, and
non governmental organizations within the Colorado Plateau region of Utah,
Colorado, New Mexico, and Arizona. The purpose of the group is to establish
relationships, and share information on existing and future data requirements.
A workshop in Farmington, NM in October 1997 provided a forum to discuss
data availability, access, standards, uses, and needs related to the natural,
cultural, and socioeconomic aspects of the Colorado Plateau. A future workshop
is tentatively planned for July 1998.
U.S. Geological Survey (USGS) Liaison
to U.S. Forest Service (USFS) - In addition to Dave Vincent's Utah
state liaison activities, Dave is also the USGS National Mapping Division
liaison to the USFS, and he is located at the Geometronics Service and
Technology Center (GSTC) in Salt Lake City.
