Usage:       ARC &r panel <in1> <in2> <panel> <tol>

             where 

               <in1> <in2>  First and second coverage to be appended.
                            The user does not need to have a specific
                            point coverage name. The naming convention
                            <in1>x will be required
                            to represent a point coverage.
                            (i.e. if the user wants to panel mu3f01hyx,
                            then specify mu3f01hy).

               <panel>      Final coverage created.

               <tol>        fuzzy tolerance for MATCHNODE and CLEAN
                 A recommended fuzzy for 24K UTM meter file is 1.2

Purpose:     Horizontal integration produces a coverage which has been
             aggregated to a larger geographic area.  The output coverage
             %panel% will contain line, polygon, and node attributes.
             "Interior" neatlines and unattributed label points are
             deleted during horizontal integration.  However, the final
             output coverage may still require some editing.  Arcs may have
             to be edited along quad boundaries and extra label points may
             have to be deleted from attributed polygons that cross
             quad boundaries.

             PANEL.AML will also create a %panel%x point coverage if the
             workspaces referenced in the <in1> contain individual point
             coverages.

Notes:       Prior to running this AML, insure that attribute table items
             in each coverage are equal.
